The word you are looking for is fan. These are nice fans!
yes! i had a doubt cause this is the word for "ventilateur" which is the thing turning into your computer or during summer
so there's "hand fan" or "handheld fan" & even "folding hand fan" for this particular ones, i'm surprised there's no particular name for that in english (éventail got other meaning)
